House Speaker David Osborne has served in the Kentucky House of Representatives since 2005.  He was sworn in on January 8, 2019, to serve as the Speaker of the Kentucky House of Representatives.

Speaker Osborne represents the 59th House District, which is comprised of part of Oldham County. Before being elected Speaker of the House, Osborne served as House Speaker Pro Tempore, which is also a constitutional office within the General Assembly. He also recently served on the Licensing, Occupations, and Administrative Regulations Committee and is a current member of the Rules Committee, Committee on Committees, and the Legislative Research Commission. 

Osborne was a recipient of the Children’s Alliance 2022 Champion for Children Award, Prevent Child Abuse Kentucky’s Champions for Children Mary Ellen Award in 2018, and the 2020 Outstanding Service Award from the Kentucky Association of Chiefs of Police. The Speaker is also a recipient of multiple MVP Awards from the Kentucky Chamber of Commerce.

Osborne has served as a delegate to the Key Kentucky Leaders to China Mission, a member of the Special Task Force for Economic Development, and a featured speaker and panelist at several conferences, including the World Trade Center and the International Horse Symposium.

In addition to his role as a lawmaker, Osborne owns and operates Deerfield Farm, a thoroughbred racing and breeding operation in Prospect. He is a member of the Oldham County Chamber of Commerce, Farm Bureau, and the Louisville, Kentucky, and National Associations of Realtors, as well as the Realtors Land Institute. He is also a member of the American Saddlebred Horse Association, Thoroughbred Owners and Breeders Association, the U.S. Equestrian Federation, and the Kentucky Equine Education Project. 

Born and raised in Oldham County, Osborne graduated from Oldham County High School and continued his education at the University of Kentucky, where he graduated with honors with a Bachelor of Science Degree in Economics and Agricultural Economics. 

Osborne continues to operate his real estate business of over 30 years, specializing in farms and land. He and his wife Lori live in Prospect.
